NIC for TBT and SPS today represents our country in one of the most influential international organizations - the World Trade Organization (WTO), and it acts in the Republic of Belarus as the National Notification Authority and National Inquiry Point.

The main objective of the NIC for TBT and SPS is to ensure interaction of the governmental authorities of Belarus with the Secretariat and the WTO Committees, as well as the WTO Members, on information provision.

Eestablished by the order of the Chairman of Gosstandart of the Republic of Belarus of June 15, 2001 No. 148, pursuant to the Protocol of the Presidium of the Council of Ministers of the Republic of Belarus of May 8, 2001 No.11 clause 2.11 “On joining of the Republic of Belarus to the World Trade Organization”, NIC for TBT and SPS is the national information service, consistent with the provisions of the WTO Agreement on Technical Barriers to Trade (TBT Agreement) and the WTO Agreement on the Application of Sanitary and Phytosanitary Measures (SPS Agreement).

“Members shall designate a single central government authority that is responsible for the implementation on the national level of the provisions concerning notification procedures under this Agreement” (TBT Agreement, Article 10.10)

Within the framework of the WTO Agreements the Republic of Belarus has committed itself to transparency, which includes notification, publication of documents and answers to questions. To ensure transparency a notification procedure has been developed and is implemented in the WTO.

The duties of the National Inquiry Point include the provision of copies of documents and replies to the WTO Members requests.

“Each Member shall take such reasonable measures as may be available to it to ensure that one or more enquiry points exist which are able to answer all reasonable enquiries from other Members and interested parties in other Members as well as to provide the relevant documents or information as to where they can be obtained” (TBT Agreement, Article 10.3)

NIC for TBT and SPS provides summaries of notifications in Russian about adopted in the WTO Members states regulations, standards , conformity assessment systems, that may become an obstacle for other countries to trade (TBT notifications), and notifications about the WTO Members measures, adopted or at stage of preparation, concerning protection of human health, heredity, health of animals and plants, the environment, which may become barriers to trade in other countries (SPS notifications).

“Bulletin of National Information Centre" published quarterly, includes information on the WTO activities, documents and information on the work of the WTO bodies, on cooperation with other international organizations, registries of TBT and SPS notifications and other useful information.
